Fixes issue where SSH connects before Windows Updates installs and does not allow Updates to finish. joefitzgerald/packer-windows#59

- Disable Windows Updates can be run as a provisioner step; it's not required at this point. If you don't want Windows Updates at all, uncomment the "WITHOUT WINDOWS UPDATES" section and comment the section "WITH WINDOWS UPDATES"
